Municipal Solid Waste Management (MSWM) is considered to be one of the most serious environmental issues in the Philippines. The annual waste generation was estimated at 10.6 million tonnes in 2012 and this is expected to double in 2025. The Republic Act (RA) No. 9003, widely known as the Ecological Solid Waste Management Act of 2000, provides the required policy framework, institutional mechanisms and mandate to the Local Government Units (LGUs) to achieve 25% waste reduction target through establishing an integrated solid waste management plan based on the 3Rs (reduce, reuse and recycling). Although the initial impact of the LGUs is still very limited in implementing the national mandate, this article highlights the successful experiences of Cebu, the second largest city in the Philippines, in reducing its MSW generation by more than 30% in the past three years. This study also explores the implementation process, innovative actions taken by the Cebu City Government in implementing the national mandate at local level and identifies the factors that influence the policy implementation. The findings suggest that the impacts of the national mandate can be achieved if the LGUs have the high degree of political commitment, planning and development of effective local strategies in a collaborative manner to meet with local conditions, partnership building with other stakeholders, capacity development, adequate financing and incentives, and in the close monitoring and evaluation of performance.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00454.x Abstract: Water quality trading between point and nonpoint sources is of great interest as an alternative to strict command and control regulations on point sources for achieving water quality goals. The expectation is that trading will reduce the costs of water quality protection, and may speed compliance. The United States Environmental Protection Agency has issued guidance to the States on developing point‐nonpoint trading programs, and United States Department of Agriculture is encouraging farmer participation. However, existing point‐nonpoint trading programs have resulted in very few trades. Supply side and demand side impediments seem to be preventing trades from occurring in most trading programs. These include uncertainty over the number of discharge allowances different management practices can produce, high transactions costs of identifying trading partners, baseline requirements that eliminate low‐cost credits, the reluctance of point sources to trade with unfamiliar agents, and the perception of some farmers that entering contracts with regulated point sources leads to greater scrutiny and potential future regulation. Many of these problems can be addressed through research and program design.  相似文献

Abstract

The United States Environmental Protection Agency administers several laws and progrms through which it reviews the hazard potential of pesticides and other toxic substances which may present a risk to human health or the environment. The Agency's ability to assess hazard as required by law depends in part on test data developed through testing standards in Agency regulations. In reviewing the Agency's actions in this regard, the courts emphasize the importance of reasoned regulatory decisions. The legal requirements to assess risk and provide reasoned decisions in this regard establish the legal importance of testing guidelines and test data, and indicate that sound test methodology is as important legally as it is scientifically.  相似文献

The importance of field surveys to provide data on acute pesticide hazards is discussed. The types of questions which small field surveys of pesticide exposure should answer are presented. In addition to protective clothing, the value of distance, time, and personal hygiene in reducing exposure are considered. Several attempts have been made to test the suitability of protective measures for the handling of explosives. We investigated the suitability of safety gloves and a combined safety helmet and face shield. In the presented studies, three different experimental setups were used to simulate the effects of an explosion of a primary explosive in a glass flask on the glove or helmet protected body. Depending on the experimental setup, the fragment effects were evaluated and compared. Furthermore, the fragment distribution of an explosion inside a glass flask was investigated. The explosion of 1 g of lead azide in a 10 mL flask yielded approximately 14,000 glass fragments. However, most of the shards were accelerated down- and side-wards and only few upwards. Holding a flask on its neck (instead of its bottom) is therefore a simple but effective way of diminishing the risk of injury, when handling explosives. The safety helmet/face shield performed very well, by shielding the face from all fragments. Furthermore, it could be proven that DIN and EN standard testing procedures for gloves are unsuitable to simulate the effects of a respective explosion.In this article, the progress in the development of realistic testing procedures for the testing of gloves for the protection against fragmentation effects of glassware in situations involving explosions is reported and the results and methods of previous tests are summarized.  相似文献

Journal of the American Water Resources Association (JAWRA) 45(6):1352‐1360. Abstract: The roles that agencies and other partners play in collaborative watershed management are not always clearly identified. Key factors contributing to group‐level outcomes in watershed groups include both structural and procedural elements. Structural elements include membership systems, project partners, and funding, while procedural elements include leadership, shared vision, and mission development. The current research reports on a case study conducted with a Midwestern watershed group that received Clean Water Act Section 319 funds to undertake a watershed planning process. Data come from focus groups, interviews, public comments, and meeting observation, and were analyzed using grounded theory. Findings of this study indicate that homogenous skill set, discord over group and partner roles, and failed problem identification contributed to the organizational inertia experienced by the watershed group. Implications of this research for groups receiving 319 funds are provided.  相似文献

Previous research has shown that rural landowners' hunter access policies are determined in large part by their attitudes towards hunters, legal liability, conservation, and economic incentives. The results of this study support this research and indicate that East Texas, USA, landowners' decisions to allow or restrict access are based, in part, on attitudes toward hunter behavior, hunting as a social activity, leasing as a management practice, and a perceived obligation toward wildlife stewardship. Attitude-based profiles of landowners who adopted one of four access policies are compared.  相似文献
